Easy to find. Office staff spoke no English. I needed umweltplakette for foreign car (I wish I could leave feedback on the whole scheme!). When I I spoke to the person in the garage I was told I need to pay cash. So off I went to find cash machine (which there are not many of). When I came back the entire process took less than 5 minutes. I paid cash got my sticker. The most surprising part was that they did have a card machine so I am not sure why I could not pay. Germans approach to card payments is unacceptable!
